Former Justice of the Supreme Court David Souter was nominated by Former President George H. W. Bush. Justice Souter served on the Supreme Court from October 9, 1990 – June 29, 2009. As a member of the Supreme Court, Justice Souter was a voice of reason, analyzing all facets of presented cases to find the most fair conclusion regardless of party lines. He was Commissioner of The Heart of the Matter report and will speak on its findings.
